Essential Duties and
Responsibilities:
Assists with development review and permitting.
Interprets zoning and code and advises citizens on zoning related matters.
Receives, manages and distributes development plans.
Reviews plats and plans to ensure compliance with the City Development Ordinance.
Issues permits and conducts zoning inspections to ensure compliance with approved plans.
Provides assistance and answers routine questions for consultants on various issues related to projects and assists with reviewing planning documents to ensure adherence to applicable guidelines, standards, and provisions.
Prepares a variety of reports to include development and permit report trends for analysis.
Uses mapping software to prepare maps displaying data including existing land use, buffers, topography, future land use and other demographics.
May act as a liaison to recognized neighborhoods, promoting internal and external customer service efforts and in representing the City in any capacity necessary during public/community meetings and other related functions to include the Planning and Zoning Commission, Board of Adjustment and Historical Preservation Commission.
Provides assistance in the research of development requirement in other jurisdictions.
Prepares comparison reports and summaries and consults with other co-workers in order to evaluate applicable revisions to Development Ordinance.
Consults with other staff members on the evaluation of development proposals.
Prepares staff reports for Commission and/or Council consideration containing recommendations for special use permits, subdivisions, site plans, rezonings, and amendments to the Development Ordinance and similar items.
Prepares official documents for statutory notice to citizens, petitioners and surrounding property owners regarding rezoning and similar development proposals.
Coordinates the advertisement of hearings as required by the North Carolina General Statutes.
Prepares various approval ordinances for Planning Commission and City Council approval and coordinates filing of said documents.
Conducts intake and pre-application meetings with citizens and petitioners for annexations, rezonings and similar development proposals.
Routes related documents to impacted City departments for review and comment.
Job Specifications and
Qualifications:
Knowledge of modern planning principle and practices, social, economic, and business implications of planning, construction and/or development procedures, research methods and techniques, project management principles and practices, applicable local, state and federal laws, rules, and regulations, customer service principles, applicable Federal, State, and local programs and their requirements, specifically HUD.
Technical writing methods and techniques Licensing and Certifications:
Valid North Carolina Driver's License PLEASE NOTE:
Applicants must meet the city criteria for an acceptable driving record.
Working Conditions / Physical Requirements:
Positions in this class require:

Light Work:

Required
Experience:
Bachelor's Degree in Planning, Political Science, Geography, Public Administration, Architecture, or Economics from an accredited College or University, with at least one (1) year of experience; or the City may consider an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
